Reset the dpkg hash table before populating it again. #260

Previously calling fapolicyd-cli -u would cause a system lockup when using debian backend.

Fixes #259

Test failures are unrelated.

This fix has now been reliably running on 8 Ubuntu 22.04 machines for almost a week.
