README: Break out the long Troubleshooting section into a file #12

With the introduction of a Contributing section the README will grow to a considerable length. I propose breaking out the Troubleshooting section into its own separate file and to reference it from the README.

I am not sure if we still need the troubleshooting-section here once we have dedicated documentation for this project. But for now this looks good to me.
