meta-lxatac-software: sysstat: add xz RDEPENDS required by our config #13

The sysstat recipe does not need xz in general but our particular config does due to it using xz for compression.

I've tested it in the meantime (checked that the xz binary lands in the image) and I think we are good now. Will merge.
