README: add section about flashing the TAC via USB

Customers should be able to attempt un-bricking their TAC on their own, give them instructions on how to do so.

This PR is not quite ready for primetime yet. Here is what needs to be done:

[x] Check for spelling errors
[x] Test the procedure using real hardware
[x] Maybe document how the PA13 / DUT Ethernet Status LED behaves when everything works as intended / goes haywire
[x] Replace FIXMEs with realistic lsusb output
