UFS provisioning on DB820c no longer works #3

it looks like some of the recent changes broke UFS provisioning, see https://discuss.96boards.org/t/how-to-provision-snapdragon-820-using-the-qdl-tool/8184/7

opening it here, so that we don't forget about it.

I merged flto's proposed fix, assuming issue is fixed by this.
