The infrared camera doesn't support mjpeg output.
Try mpv --demuxer-lavf-format=video4linux2 av://v4l2:/dev/video2
, this loads for me.
You can see the formats with:

I don't know what that maps to for an explicit setting to mpv, but it seems to detect the default fine.
I can confirm infrared works on Surface Laptop 3 (using command Nakato suggested)
For Googlers, this raw ffmpeg command worked on Lenovo ThinkPad P41s:
