Fans are entirely controlled by the EC. The OS has no real control over this, apart from the performance profiles. Did you try changing those?

basically prevents the fans from spinning up, and thermal throttling starts to occur driven by the temp of something other than the CPU - The CPU is capable of much higher temperatures than I was seeing, but throttling kicked in to protect some other component.
sudo surface profile set performance
and
stress-ng --cpu 8
allowed me to finally hear fans for the first time. CPU temps get up to 85-90C and hang out there, CPU speed is 3.75GHz.
sudo surface profile set low-power
pretty immediately drops the fans to an inaudible level (with my background noise). CPU temps climb to about 93C, stay there for a bit, and then thermal throttling kicks in - back down to 200mHz and instantly CPU temps under 60 degrees. The laptop chassis gets very hot again.
TLDR; The fix is to make sure you're not using the low-power profile (via sudo surface profile get
). The low-power profile will prevent the fans from spinning up even when they need to.
Is this to be expected, or is there a reason to keep this open as an issue?
Just had the opportunity to try the performance
profile while running a Google meeting, and while I haven't yet had any throttles it's bizarre how hot the laptop itself gets, with no thermal zone seemingly reflecting this.
The throttling is built into the hardware so there's not much you can do about this. I'd suggest you try and play around with thermald configs and keep an eye on the sensors to get something that keeps temperatures under the throttle threshold.
The other part is unoptimized apps. AFAIK pretty much anything web/electron/...-based doesn't use hardware acceleration for video playback (although things have been improving I think). Add to that video encoding. So all that runs on the CPU. I've found that having a decent thermald config to limit CPU temperatures reduces the heat output during these tasks without (as far as I can tell) any noticeable impact.
QZed can you share your thermald config?
I use the one I've posted here on my SB2. You might need to change the <Temperature>65000</Temperature>
around a bit, not sure what's best for the SL4.
Also have a look out for the --adaptive
flag as mentioned in the README.md. That can prevent the manual config from taking effect.

That gets ThermalD running.... but I don't yet know if it's any good.
I don't work in a particularly quiet environment so I can't say for sure, but I'm finding that fairly mundane tasks such as Google Meet end up eventually with the sensors app showing ~66 Celsius for the CPU package, CPU freq gets throttled back to 200 mHz, and the keyboard/laptop body get quite warm. I've never heard the fans spin up on this laptop so I'm not sure if there even are fans.... I wouldn't have thought that Linux config / drivers would keep the fans from running properly. During a 30 minute Google Meet today I overheated three times.
