Yep, just confirmed that it's with the surface kernel by booting into the generic linux kernel through the grub advanced options. Supporting 4k 60hz through there, would have stuck with it on the older kernel but there seems to be no proper hardware rendering support like the surface kernel.
Getting the same issue on my Surface Pro 9. Weirdly it'll do 1080p at 120hz...?

On my Surface Book 3, I am getting an issue where whenever i connect my 4k 60hz display to my monitor, it only outputs at 4k 30hz max. Under my Windows dualboot, it outputs at a clear, 4k 60hz image. When i tried reinstalling linux mint with hopes that it was a fault of mine, nothing worked. Apparently, my display was working completely fine before installing the surface kernel. Would it be that you limited the USB-C spec somewhere at 5gbps and only supporting hdmi 1.4? On Windows, it would support HDMI 2.0.
