add manage-issues.sh which uses jira_playbooks #296

manage-issues.sh is used to perform various Jira issue management tasks. It uses Ansible and playbooks in jira_playbooks, which in turn use community.general.jira

@spetrosi using the manage-issues.sh as a wrapper around the playbooks - you can also use the playbooks directly but it is more cumbersome - still have some work to do - the doc text updater
