I have no expectations this will or should be "fixed" but wanted to report it for awareness.
Oracle Linux 7 does not include all cockpit-* packages, nor an "extras" equivalent repo. Therefor, the linux-system-roles.cockpit role does not work with the default package set.
The minimal package set does work. A possible suggestion could be to change the default to minimal or Oracle 7.
