Fixed missing data from pre flight save #1

This fixes the issue of clearing contracts and strategies when reverting to launch using FMRS.

It seems as if the game is in an invalid state when FMRS tries to save and a bunch of data is missing or invalid. Waiting for the vessel to be controllable before saving fixes the issue and the save now matches the game's own pre flight save file.
