Only give partial credit for used engines in KCT edit. #70

This was suggested on the RP-1 discord. This adds a KCT formula and a step to GetEffectiveCost that will depreciate used engines, giving and effective refurbishment cost when they are replaced with a new one. Testflight and Testlite are supported. I've tested in 1.6.1 and 1.8.1. This is mainly aimed at rocket planes, but would also work for SpaceX style booster reuse.

Doesn't seem to be needed as of now with the rocket plane contract cooldown timers.
