restructure go code more like other packages with the package code going into ./pkg
change build to allow building outside containers
add fmt and lint targets
de-lint hvsock package
add documentation on how to run the samples on Windows

Note: these changes required changes to client code

Tested with hvgostress on windows and macOS.
