Coiny integration #28

Integration with the Coiny plugin. Require the player to have enough money to claim a town, and require a town to have enough money to claim plots. Also apply configurable taxes, upkeep and more.

Originally I wanted this to integrate with PhysicalCurrency plugin, but I think it's better to let PhysicalCurrency integrate with Coiny instead and use it through that.

As an extra: allow the server owner to set taxes and upkeep per town and nation. Also allow towns to set taxes for residents, and nations to set taxes for towns.

If taxes are added there should also be a way to specify the time. Like per five days or per month and so on.
