Users and groups uses the installed language in stead of the selected language #302

The dialog "Users and groups" should display the items according the selected language

Clean install of LM21. Used Language = dutch. Select a new language, eg. English. After resetting the computer, the new selected language is active and all the dialogs are using this language, except the Users and groups-dialog

Use the current language UsersAndGroups-ImproperLanguage
