Feature Request as a quick win for Display Settings. Duplicate the screen timeout into the Settings tab on the Display modal.

Issue
While using a multi PC setup a user may like their Linux Mint Desktop to stay active on a second screen, while using a different PC on their main display. There is currently a disconnected UX whereby trying to get to one useful setting for displays isn't yet possible in Display Settings and is located (logically) in the Power options.
Steps to reproduce
launch "cinnamon-settings display" from terminal
launch "cinnamon-settings power" from terminal
Expected behaviour
Duplication of the power options relating only to the screen from Power to Display.
Other information
Improves UX by not having to hunt and open the power options to control the display behavior.
Nice to have: When selecting "Never" as the option for turning off the screen, try to detect if the user is using an OLED panel and display an information box about taking care of OLED screens.
