If I modify some applets to support touchscreens (such as the startmenu), and get Cinnamon manually modified to work in a phone like PinePhone (compiling to ARM): could Cinnamon support an extension that mirrors to an desktop version in a monitor?

To do this, you first need to remove the lock consumption of RAM and reduce it very much - then yes, welcome to phones. 1 Gigabyte memory for the work environment? No way to computer and phones.
