Not to pull up the small stuff, but did you set the Picture Aspect? ;)
Yes, I just changed the Picture Aspect to "stretched" and it seemed to fix the issue. The issue arises when the "scaled" option is selected.

Frankly, I never enjoyed the stretched
understanding. I figured that fill
would scale along vertically, scale
horizontally, but on one monitor only, while stretch
would just simply stretch in one monitor. Perhaps there may be a need for:
Issue Using a 1080p laptop and 1440p monitor, when I connect to the monitor, the wallpaper does not stretch the entire display: there is a black border around the background
Steps to reproduce
Expected behaviour Wallpaper does not stretch the entire display. Seems like the wallpaper is being displayed on the monitor in 1080p.
Other information I have tried different wallpapers. All the wallpapers were in 1440p resolution.
