Adds toggle switch to on-screen-keyboard@cinnamon.org (Closes #11974) #12132

This adds a toggle switch to the context menu of the on-screen-keyboard@cinnamon.org applet. This switch enables and (more importantly) disables the on-board keyboard.

The motivation for this PR is to enable the user to disable the on-board keyboard again without digging through System settings > Accessibility > Keyboard > Virtual keyboard to switch the on-board keyboard off again.

Oops, I just noticed, that I used the wrong reference for Closes:. It should read: ‘Closes: #11974’. I will correct the title accordingly
