Display numbering broken, possible impact to panels #12141

dual-gpu, Hades Canyon system w/ Radeon RX Vega M GH and Intel HD Graphics 630

Bug description

First, this used to work. I believe it was before 21.3 but would need to download older ISOs to test.

The Display setup tool no longer properly recognizes / numbers the displays. See attached pictures.

I'm not 100% sure but whenever I upgraded and this started happening I noticed that panels on the desktop started messing up as well. If I try to move a panel it gets placed somewhere besides where I select. It is consistent like it doesn't have the correct layout similar to the Display issue.

Steps to reproduce

Just boot the latest 21.3 Cinnamon install iso and open Display.

Expected behavior

Should properly enumerate the displays.
