Can't set default keyboard layout \ language at boot #12196

Bug description

You can't set a keyboard layout \ language as default at boot, or the setting is ignored.

Steps to reproduce

Go to system settings - keyboard - layouts Add another layout (other than English) and set it on top of the list Reboot Selected keyboard language will be English.

Expected behavior

Keyboard language at boot to be whatever layout is at the top of the list in system settings - keyboard - layouts.

I have seen this behavior when adding dvorak to my systems. If I don't delete the US layout, it always ends up as the default on reboot.

As a work-alound you can delete it from the list, and then add it back later, and it wont revert back to default.

https://forums.linuxmint.com/viewtopic.php?t=393686 seems to also be this bug. Should moving the keyboards around cause an edit to /etc/default/keyboard?
