cinnamon keyboard shortcut Windows: Toggle shaded state does not toggle #12258

Bug description

System Settings > Keyboard > Shortcuts > Windows group: setting a hotkey for "Toggle shaded state" works only to shade the window, not to unshade it.

It doesn't work at all for me if the title bar is missing from the target window (due to Cinnimon-Maximus extension), but I suppose this is by design...

Steps to reproduce

  1. set a shortcut for "Toggle Window Shade"
  2. highlight a window (that has a title bar).
  3. press the shortcut. Window is reduced to a shade -- title bar only
  4. press shortcut again. Nothing happens
  5. To remove the shade if no other window action is specified, you must right-click and select some other function. (for me, I've set title bar double click to toggle maximize vertically, so that's how it unshades for me)

Expected behavior

click once, window is shaded highlight or activate the shaded window or place cursor on shaded window, press hotkey, and window unshades

I can reproduce this behavior on LM 21.3, Kernel 6.8.0-38-generic, Cinnamon 6.0.4, etc.

Hardware: HP Desktop PC 570-p0xx, mobo 82F2, Intel Core i7-7700 cpu (Kaby Lake), Intel HD Graphics 630 with i915 driver), X.Org v. 1.21.1.4.
