Can't rearrange icons in 'Grouped window list' applet when it is in top panel #12454

Bug description

When the Grouped window list applet is on a top panel, the app icons cannot be rearranged although the Enable app button dragging option is on.

Steps to reproduce

  1. Add a panel at the top of the screen or move an existing one there
  2. Add Grouped window list applet to the top panel
  3. Turn on the Enable app button dragging option of the Grouped window list applet on the top panel
  4. Drag an app icon to a new position in the Grouped window list

Expected behavior

App icon stays at the place it is dropped

Additional information

Workaround: move the panel to bottom, there icons can be rearranged. Then move the panel to the top.

Top panel has other issues: when Auto hide / Intelligently hide option is on and the mouse moves to the top edge of the screen, it shows very rarely. The bottom panel always pops up when mouse hits the bottom.

I have a similar issue on a fresh new install of 6.2.9. With the default panel at the bottom, I'm unable to drag and re-arrange applet icons. When I move the bar to the sides or top, the icons are able to be re-arranged. They will also hold that new arrangement when I move it back to the bottom, just not able to make any changes when the bar is at the bottom. My panel settings match another installation of a previous version exactly, including the 'Group windows by application' = Enabled.

Follow-up: I changed my screen resolution and was able to drag them at the bottom. Changed back to the default display settings and unable to drag. Glad I was able to figure this out, but very strange.
