It would be useful if we were able to apply a Cinnamon theme per panel. If we could do that, then we could use a custom theme for one panel whilst keeping a default theme for the others. That in turn would be useful if one wants to use the Simple Dock theme (or a customised version thereof) whilst keeping e.g. Mint-Y-Dark for e.g. a top panel.
At present, I have to make my own theme which (1) uses the Simple Dock materials for the bottom panel, and (2) uses Mint-Y-Dark materials for the top panel. And every time you improve the Mint-Y-Dark theme, I have to manually import the changes into my theme.
By the way, having a dock is really nice, for it allows a setup like this (which uses a modified version of materials from SimpleDock):
There are ready-made Dock applications that run on Mint but (i) even the most functional of them, namely Plank, has its problems and indeed is barely maintained, (ii) uses such docks forefeits some functionality afforded by the Grouped Window List. I think that having a dock would be a boon for Cinnamon.

This would actually be an amazing feature. I have some situations where I want a black dock but a dark top bar, sort of like unity, but with dock at the bottom, lol.
