keyboard@cinnamon.org: cannot select which layout on reboot. #9852

My LOCALE is only French. In the settings of the applet, the fr layout is on top. Despite of that, at every reboot, the keyboard is set to English. It has been like that for the last three years... **Steps to reproduce** In the settings of the applet, choose a second layout aside the en (US) layout. Put it on top. When you reboot there is no way to start with this second language. I have to switch manually from English to French at every reboot. Another minor issue with this applet is that, even if I choose to display flags, it still displays text (_en_ or _fr_). I think US and French flags are not that rare... **Expected behaviour** I think the default choice should be to display the top layout on reboot. This is the main problem. It would be nice too if flags could be displayed. **Other information**

Dropping en (US) and adding en (Canada) which has basically the same layout as the US one solves the problem. Now the French layout, if on top, stays selected on reboot. A plain bug.

I'm not seeing the issue with the flags that you mentioned. But am able to reproduce the main issue.

I also have this issue, occurs from time to time (in my case with spanish layouts) but, sometimes the keyboard applet is not shown on cinnamon's system tray, other times it starts with another layout, and other times i cannot change the layout from the systray icon. Is there any investigation on this issue?
