Describe the bug
In a live session or a fresh install if the user amends the default icon view icon size in nemo preferences prior to making any amendments via the right click desktop > customise menu desktop icon size is affected by nemo-preferences and future desktop icon size can be unpredictable - although I can't reliably reproduce that.
To Reproduce
Amend icon view default icon size in nemo preferences in a live session or fresh install prior to amending via the right click desktop > customise menu. Alternatively delete ~/.config/nemo/desktop-metadata, log off, log back in and do the same.
Expected behavior
Desktop settings to be independent of nemo preferences at all times unless Desktop Grid is specifically disabled by user using dconf-editor or gsettings.

Screenshots
If applicable, add screenshots to help explain your problem.
Additional context
I think this is due to the default ~/.config/nemo/desktop-metadata not specifically defining a nemo-icon-view-zoom-level or other default desktop values.
