in Chromium incognito window Control Widgets almost indistinguishable

In incognito window minimize and maximize widgets have low contrast with window decoration bar color

Steps to reproduce the behavior:

1. Open Chromium incognito window
2. See the window decoration bar with almost indistinguishable widgets
3. Hover your mouse in upper right area of window decoration to get widget become visible

Expected behavior
Control Widgets should be distinguishable in case of active or inactive window
