Do other animation effects work?
Have you gotten a warning after logging in like below?
Could be you get no animations because of that. Can you share output of command inxi -Gx
run from terminal? You can select & copy text from terminal through its Edit menu.

Other animations work fine just window restore animation in cinnamon doesn't work

Defaults values in System-Prerferences, Applet Effects. Do you utilize custom values there?
When the window is maximized, the animation is smooth, and when there is no animation, the window just twitches
For what it is worth: I saw the same with Mint 20 Cinnamon in VirtualBox.
That is: enabling the default animations for, respectively, minimising and maximising, does not result in any animations of those actions, whereas enabling animations for other actions does work (albeit - presumably because of VirtualBox - glitchily). I cannot easily test this further though. (After a while the VM stopped booting; so I deleted the VM.) The VM was running on a Windows 10 computer with an Nvidia graphics card and all Mint themes were from the default set.
in my case with virtualbox, work prefectly, but i check a 3d option in virtualbox (display setting).. because without it, the notification of the driver pop up everytime i login.
@pasch256 / data-point: I have the VirtualBox '3d acceleration' option enabled already.

I am using Linux Mint Cinnamon not on VirtualBox
The system is installed on a laptop
I think the animation problem when restoring a window is not related to drivers because all other animations work smoothly and when restoring a window, there is a jerking without a smooth transition
In what configuration files can I see the animation settings?
