I can use the Display configuration to turn on fractional scaling of 150% (actually shows 149%) for the initial user that I set up while installing Mint 20. It's working very nicely.
I created a 2nd user and gave it access to the same groups as the 1st user (adm, cdrom, sudo, dip, plugdev, users, lpadmin, sambashare). While logged in as the 2nd user, the Display configuration option for "Fractional Scaling" is greyed-out (both the toggle button and the drop-down).
Environment: Laptop with 2560x1440 display, Mint Cinnamon and the latest update applied as of 24th June 2020.
