Failure was not able to be reproduced after the systems were rebooted. Maybe they were in a funky state after the latest round of Cinnamon updates?
Unable to get this this issue to repeat because of the exact sequence of updates on a freshly installed system is now different. Closing as "unreproducible" one-time issue.
Seeing this in the system logs when launching Mint System Reports for the first time: "Failed to start gnome-launched-mintreport.desktop-20662.scope - Application launched by cinnamon."

Failure doesn't seem to repeat and does not occur on every system. Just 2 out of 3.
