It is not in-your-face obvious that hitting "Apply" on the Requirements panel will actually begin the update. The subsequent entry on the list on the left, "Summary", is ambiguous about whether it will show a summary of the pre-upgrade inputs (as many installers do), or the post-upgrade results.
There is no change to the Requirements panel after the update has been triggered. Pauses in the upgrade process itself caused me unnecessary confusion about whether it was actually running, or whether I needed to click Apply again.
Describe the solution you'd like
Change the "Requirements" panel to just collect the checkbox agreement, and change the Apply button to a Next button.
Add a new panel after "Requirements", call it something like "Upgrade". It will include a big Upgrade Now button. Once Upgrade Now is pressed, the panel will change appearance to something indicating Upgrade In Progress, and the action buttons should be removed (can't cancel any more either).
Describe alternatives you've considered
Leave it be, it's not terrible the way it is, just not as friendly as it might be.

Also, I concur with the changes @LinuxOnTheDesktop posted below (in 688), I think we're both after this functionality to work as smoothly as possible for unfamiliar users.
