Describe the bug
When a mirror other than packages.linuxmint.com is selected in Software Sources (in the Software Sources app or in Update Manager itself), the update manager nevertheless attempts to download from packges.linuxmint.com when upgrading to a new Linux Mint release. This is problematic if packages.linuxmint.com is unreachable or performing poorly.
To Reproduce
Have a Linux Mint release upgrade waiting ("A new version of Linux Mint is available")
Have a source other than packages.linuxmint.com configured, or attempt to configure one.
Proceed with the upgrade.
The update manager downloads from packages.linuxmint.com instead of the configured repo.
Expected behavior
The update manager should download fron the configured repo.
