Vera 21.1 to Virginia 21.3 upgrade intended? #866

Describe the bug Vera 21.1 system. mintUpdate offers upgrade to Virginia 21.3

Expected behavior Shouldn't mintUpdate offer an upgrade to 21.2 Victoria before? At least in the past mintUpdate didn't skip one version when upgrading.

[x] Linux Mint

Software version: 5.9.8
