Crop broken #211

Bug description

When switching to the Crop management, the zoom stops working.

Steps to reproduce

Only open an JPEG image and try to crop it

Expected behavior

When switching to the Crop management, the zoom is activated as it is in the 2.8.9 > I don't know when exactly that regression happened.

Ctrl + scroll is the solution here (how could I have known it ?)
