Wrong default keyboard selected #6

When was selected as the language for the installation of German, is pre-selected later in the language for the keyboard English. It should be preset but in this case German.

For which timezone? and what locale exactly?

Timezone = Berlin Locale = Deutsch

(de_DE.UTF-8)
