New: Usr: Added spotify connect server

Description:

Added librespot as a spotify connect server.

Benefits of this PR and context:

This fixes issues with Spotify in the armhf and arm64 architectures:

libspotify does not work for armhf in Alpine
libspotify does not exist for arm64 and will never become available.

In addition, it is convenient for regular users of Spotify Connect.

How Has This Been Tested?

Tested on amd64 and arm64
