add pulseaudio support to OwnTone

linuxserver.io

Description:

Added pulseaudio-dev package and --with-pulseaudio switch to OwnTone install

Benefits of this PR and context:

Added feature to support PulseAudio

How Has This Been Tested?

Cloned repo and modified Dockerfile for x86_64 environment on an Unraid 6.11.1 server. Built and ran docker file successfully with PulseAudio control
