Required package for Intel QSV hardware encoding

How Has This Been Tested?

execed into the container, and installed package manually. Fixed hardware acceleraiton.

Thanks for the PR, but we have a mod for intel-opencl https://github.com/linuxserver/docker-jellyfin#docker-mods
