rpc-whitelist-enabled
, rpc-whitelist
, rpc-host-whitelist
and rpc-host-whitelist-enabled
are specifically handed by environment variables, so any manual edits will be overwritten on startup based on the values (or lack thereof) of those environment variables.
This hasn't changed since v3.

Current Behavior
Changes to settings.json are overwritten once the container is started. In the previous version transmission 3, everything worked fine.
Expected Behavior
Changes made to settings.json should not be overwritten when the container starts.
