Importexport #7

• Readme update with link to github repo ;

• footer update, added image background for the welcome message (positions to check) ;

• First implementation of import-export tool in admin. Require authorization for staff users only if pushed to production. pub_date field wil be automatically filled with 'now' ; creator should be specified (numeric id) in the imported file ; example of import and exported file is attached. example_import_export.zip
