Re-ordering playlist does not work #180

What steps will reproduce the problem?
1. Long press four lines icon to the right of a story in playist.
2. Drag to desired location in playlists using darker colored line marker.
3. Release four lines icon.

What is the expected output? What do you see instead?
-Story should move to the new location.
-Story moves back to old location

What version of the product are you using? On what operating system?
2.5.1 on Android 4.3

Please provide any additional information below.
