Update gaz_plaintext functions to replace the ó and ø characters with o #238

Update gaz_plainText functions in https://github.com/linz/gazetteer/blob/master/src/sql/gazetteer_functions.sql and https://github.com/linz/gazetteer/blob/master/src/sql/gazetteer_web_functions.sql so they replace the ó and ø characters with o.
