Fix handling of wildcards in datafiles on obs modification commands. #115

Updates the handling of wildcards in datafile specifications in the observation modification commands in snap (ignore_observations, reweight_observations, reject_observations).

Also fixes a bug in concord that could result in concord hanging if presented with a longitude more than 180degrees from the expected value.
