Observation modifications should not need to be placed after data_file commands. #94

The observation modification commands (reject/ignore/reweight)_observation and set_observation_options can silently fail to be applied if they include data_file=xxx criteria and the data files have not already been specified in data_file commands.

This is misleading, particularly if wildcards are used in the filenames. SNAP should work equally well if these commands are after placed before the corresponding observation commands.

Currently have added a warning in the documentation for the observation modification commands (though only in source code repository - not released).
