text: Methuselahs controlling vampires that are unable to vote (such as being in torpor) may still accept the reward. Those vampires are still unable to vote.

I have an issue with the linked ruling, and the proposed wording. You cannot accept the reward if all your titled vampires are in torpor. You can accept the reward if you have a ready titled vampire even if they cannot vote in the referendum (eg. Private Audience). I would rather have the RD ruling re-stated or reworded, because LSJ's text as it is is very misleading in my opinion. Plus it's very niche, and very much simply "card text".
