It seems that there's a method to extract a playable ROM of KOF 2003 from the Prime Gaming release: https://note.com/shigeshigeru/n/n1204dba3363d

Unfortunately, I don't speak Japanese, so I can't follow any of it. Maybe someone fluent in Japanese might chime in?
