26888108: No way to dismiss notification action interface without deleting notification #14858

Description

Area: Notification Center

Summary: The 3D Touch-activated notification action interface has a close button, and supports a swipe down. Both delete the notification from the Notification Center, with no way to dismiss but keep the notification.

Steps to Reproduce:

  1. See notification
  2. 3D Touch to read more and possibly view attachments
  3. Decide to action the notification later; tap the close button

Expected Results: Action interface disappears. Notification remains in the Notification Center.

Actual Results: Notification is removed from Notification Center
