30463646: Caps lock key for switching input sources doesn't work for Russian, Ukrainian

Description

Area: Keyboards, mice and trackpads

Summary: In Sierra there is new feature: Caps Lock can switch input source language for Hebrew, Chinese and other languages. But that doesn't work for Russian, Ukrainian. Maybe for others too. I think that is a bug and should be fixed. Thank you.

Steps to Reproduce:

1. add "USA" and "Ukrainian" to "Input Sources" under "Keyboard" settings.

Expected Results: There should be option "Use Caps Lock to change input source". Like for Hebrew or for Chinese

Actual Results: There is no such option and Caps Lock doesn't switch language.
