Steps to Reproduce:
Reset iPod Touch 5th Generation to factory state running iOS 9.3.5
Connect iPod Touch to Mac with Apple Configurator 2.5+ and Automation Tools
Run cfgutil activate in Terminal

Reproducible on multiple computers with multiple iOS devices that have a max version of 9.3.5. Manual activation on the device works, only when using cfgutil or the Apple Configurator GUI does the error occur.
