39039986: launchd_sim high CPU utilization #19670

Description

Summary: Run Xcode and open a playground. The CPU utilization of the launchd_sim process immediately starts to increase.

The CPU utilisation never drops and is sufficient to cause the fans to spin to cool the CPU.

Steps to Reproduce:

  1. Open a playground in Xcode.

Sometimes it is sufficient to just open Xcode without opening a playground or project.

Expected Results:

playground is responsive and machine CPU is not excessive.

Actual Results:

playground is slow and CPU usage is excessive.

Version/Build:

Xcode 9.3 (9E145)

Configuration:

macOS High Sierra v10.13.4 iMac (27-inch, Late 2012) 3.4GHz Intel Core i7 32GB RAM
